How would I get a KUWAITIE friend from Kuwait to here in AMERICA LEGALY?

I have a freind that I met in Kuwait a couple years back wile on a trip... we became realy close.. and have been talking ever since... so now... I want to bring her over here... as well, we are thinking of mabe getting married... she is Phillipino and from the phillipines... she is in Kuwait with family for work... but now we are thinking of this Idea.... so... how would go about starting to get her over here??
